Once you arive at Saffron City, there is a man named Mr. Psychic. Talk to him, and he'll give you TM 29 - Psychic.
The Psychic Battle
After that, you should head to the gym to challenge the gym leader!
Sabrina, as we all know, is the gym leader of the Saffron Gym. And just like before, it has the teleporter puzzle which you must go through. Keep going to the right or left and you'll eventually get to Sabrina after battling a couple Psychic Trainers along the way.
Sabrina has an Espeon, one of two new Eevee evolutions, Alakazam, and a female Mr. Mime? What on earth is going on? Well, the Japanese name does not deal with gender, while the English name does. Anyway, beat Sabrina to earn $4,800, and the Marsh Badge. After that, teleport your way out of the gym.
The Dojo
After you leave the gym, you'll find the Dojo right next to it. Go inside, and you'll find an itemball containing Focus Band. It may prevent fainting.
Don't Forget The Upgrade!
Before you leave, visit the Silph Co. You can't go anywhere, but you'll receive Up-Grade. It evolves Porygon when attached and traded.
Go On
Next, you'll pass through Cerulean City, and to the Power Plant. Remember, you can't access the Magnet Train or get the EXPN Card (Kanto's radio card).
After crossing Cerulean City and reaching the end of Route 9, surf east and then south over to the Power Plant. A fat guy (the manager) is really upset about a missing machine part that someone stole. When you try to exit, a guard will say that some shady character in Cerulean City has been spotted and asks for your help. Time to head back to Cerulean City.
Missing Part
When you arrive at Cerulean City, go straight to the gym. The Rocket member who stole the Machine Part will bump into you, tell you to forget about him, and run away. Walk on the bridge in the gym, and you'll find the Machine Part on a certain part of the bridge.
Head back to the Power Plant and give the manager the Machine Part. He'll give you TM 07 - Zap Cannon to thank you.
Magnet Train
The Power Plant is now giving power to the Magnet Train, so now you can go ride on that (if you get the ticket, that is). The Magnet Train will transfer you between Johto and Kanto much faster than any other way.
To get the ticket, you'll need to head back to Saffron City. Talk to the Mimic Girl, and she'll tell you that she lost one of her Poke Dolls. Go back to Vermilion City to the house where you get the bike voucher in the previous versions. Talk to the man above the doll inside. He'll give you the Poke Doll that you'll give to the Mimic Girl back in Saffron City.
Head back to Saffron City and give her the Poke Doll. In return, she'll give you a Pass that'll allow you to ride the magnet train anytime you want.
The Magnet Train terminals are in Goldenrod City, next to the Radio Tower, and in Saffron City,
next to the gym.
